    Despite the mobilisation campaigns of Election Commission of Pakistan and political parties, ethnicity, community, language will still be a key factor in May 11 election. A recent study published on Thursday shows that about half of Pakistanis (48%) want to vote on the basis of personality, instead of party.

    According to a Gilani Research Foundation Survey carried out by GallupPakistan, views are divided on whether vote should be for the person (48%) or the party (51%).

    A nationally representative sample of men and women from across the four provinces was asked “In your opinion, should the vote be for the person or the party?” Responding to this, 48% said for the person and 51% said for the party. However, 1% did not give a response.

    Results were fairly similar between rural and urban localities, with 49% of rural respondents saying vote should be for the person and 46% of urban respondents saying vote should be for the person.

    However, there were differences in results between men and women, with 51% of men saying the vote should be cast for the person and 44% of women saying vote should be cast for the person.

    The study was released by Gilani foundation and carried out by GallupPakistan, the Pakistani affiliate of Gallup International. The recent survey was carried out among a sample of 2,686 men and women in rural and urban areas of all four provinces of the country, during April 8, 2013 – April 15, 2013.

    Error margin is estimated to be approximately at 2-3 percent at 95% confidence level.

    Elections 2013: PTI the catalyst

    Given its emergence as a third major force and recent upswing in its popularity as suggested by polls, Pakistan Tehreek Insaaf (PTI) will bethe key catalyst in deciding the outcome of elections on 11th May. The extent of its success on election day will determine which party forms the government. This note aims to chalk out three possible outcomes and outlines the impact on the macro economy in each case.

    Scenario A; PTI wins less than 50 seats

    In scenario A, where PTI wins less than 50 seats (out of a total 270), it will mainly displace the incumbent Pakistan People’s Party Parliamentarians (PPPP) and pave the way for a Pakistan Muslim League – Nawaz (PML-N) led coalition government.

    Scenario B; PTI wins 50-80 seats

    PTI registering a considerable win of 50-80 seats would lead to prolonged post election uncertainty as none of the major parties would end up with enough seats to lead a coalition. This shall be a short term negative for capital markets as it would delay the new IMF program and can cause PKR devaluation, given precarious reserves situation. However, likelihood of currency free fall seems minimal.

    Scenario C; PTI wins greater than 80 seats

    In the least likely yet possible Scenario C, PTI would win over 80 seats and would be in a position to form a coalition setup. While this may weaken sentiments of local investors initially, as PTI may reverse the capital gains tax amnesty scheme effective since Mar-12, overall optimism shall override the negativity given that a PTI led government would be highly welcomed by foreign investors.

    Market impact

    We stick to our conservative Dec-13 KSE-100 index target of 20,400 and await further clarity from key upcoming events - elections, FY14 budget and progress on the IMF program. Our base case factors in an uncertain 2HCY13. Formation of PTI led or PML-N led coalition governments would both jack up sentiments and lead to re-rating.

    Khan is confident that his party will sweep the nation's polls because of the youth vote: "This is a revolution. Look at these people. They are fed up with the status quo. This is an across-the board desire for change and a fear the country won't survive unless we do."

    Khan is borrowing from candidate Obama's playbook and appealing to Pakistani youth's desire for change. Pakistani politics have been dominated by the Pakistan People’s Party (PPP) and the Pakistan Muslim League (Nawaz) but Khan is offering a "third way" with his Pakistan Tehreek-e-Insaf (PTI) party, translating to the Pakistan Movement for Justice.

    Khan's campaign has triggered a wave of hope and enthusiasm amidst a violent election cycle. At least 90 people have been killed in poll-related violence since April. Candidates from all political parties, even right-wing Islamists, have been attacked by the Taliban.

    Contrast this with these numbers from the Election Commission which is anticipating massive turnouts at the polls on May 11: 35% of the 85 million people registered to take part in the elections are under 30 and nearly 60% under 40.

    The oxymoron of increased violence and increased youth turnout is creating an undeniably emotional environment.

    "We want to make a new Pakistan," Imran Khan shouted at a rally as 27-year-old bakery worker Mohammed Saeed excitedly nodded along. Saeed rode his bicycle from the outskirts of town to listen to Khan.

    Saeed is among the thousands of young middle and lower class youth that Khan has appealed to using the eerily reminiscent hope-and-change message of candidate Obama from 2008: "Until now, no one has changed anything. The parties take turns but have not changed the system. I will transfer power to the common people."

    Khan's message also resonates with young professionals and the wealthy, despite his calls for higher taxation and transparency for Pakistan's elite. Nonetheless, he is facing criticism and skepticism that comes along with the intensely high expectations.

    Khan has been derided as both not religious enough and too religious depending on the group attacking him. His opponent, former Prime Minister Nawaz Shariff, also tried to knock down Khan's youth appeal by playing up the fact that Khan is in fact 60-years-old.

    Most soberingly, Khan has disappointed the more liberal-minded young Pakistanis for his remarks against the Ahmadi population of Pakistan. The four million Ahmadis are a religious minority in Pakistan's Punjab province that have been excluded from the political process since 1973 after being accused for "posing as Muslims" and Khan has promised to continue this injustice.

    This has lead many Pakistani millenials, including Islamabad-born law student, Imaan Hazir Mazari to continue to feel unrepresented by their leaders:

    "I believed in the change he talked about even when I left PTI because I believed that he was a man who wouldn’t bow down to the extremists when he came to power. My belief in him has wavered as his recent actions have been very disheartening to a Pakistani who believes in equal rights for all, regardless of religious beliefs. What is even more upsetting is that I, along with many other Pakistanis, feel helpless and out of choices."

    Will Imran Khan's supporters be disappointed by his policies?

    If Imran Khan does manage to sweep the polls on his "third way" platform, it will be because of the youth of the country. But we all know great power comes with great responsibility. If Imran Khan does not live up to this burden, then the youth of Pakistan will be further disappointed in their electoral process.

    As law student Mazari asks, "If not Imran Khan, who am I going to vote for?"
